Kerala Lotteries Prize Claim

The prize-winner of a lottery shall surrender the prize-winning ticket within 30 days of the draw with all necessary documents. Prizes up to Rs. 1Lakh may be claimed from the District Lottery Offices concerned. Prize-winning tickets above Rs.1 Lakh shall be surrendered before the Director of State Lotteries after affixing the signature, name, and address of the prize winner on the reverse of the tickets with the following documents.
1 A claim application along with a Photostat copy of both sides of the ticket, self-attested.
2 Two Passport size photographs of the prize-winner duly attested by a Gazetted Officer/Notary.
3 A receipt for the prize money in the prescribed form affixing a revenue stamp worth Rs.1/- with the full address of the prize winner (download).
4 If the prize winner is a minor, a Guardianship certificate from a competent authority.
5 In case of joint claims, one of the prize-winners should be authorized to receive the prize money and a ‘Joint Declaration in stamp paper worth Rs. 50/- should be executed.
6 Self-attested copies of the PAN Card.
7 Attested document to prove identity ( Attested copy of Ration Card, Driving License, Passport, Election ID Card, etc)

Prize payment may be disbursed from the Offices after verifying the genuineness of the prize ticket. Prize amount can also be claimed through Nationalised, Scheduled, or State/ District Co-Operative banks. The prize-winning ticket should be surrendered to the bank with all the above documents, if necessary. The bank should submit the claim to the Director of State Lotteries with the following certificates within the prescribed time.

Statutory Deductions

Prize means the amount payable against a winning number ticket. The prize amount shall be credited to the bank account of the prize winners after deducting an Income Tax at 30% as per Income Tax Act 194 B from the prize amount after debiting the 10 percent agency prize.
194B: The person responsible for paying to any person any income by way of winnings from any lottery or crossword puzzle or card game and other game of any sort in an amount exceeding ten thousand rupees shall, at the time of payment thereof, deduct income-tax thereon at the rates in force.

Agency Prize

Ten percent of the prize money earmarked as agency prize is deducted from the major winning prizes consisting of 1st,2nd, and 3rd prizes. As for other agency prizes, expenditure is met from Government Funds. The Agency prize amount above 15,000/- is being disbursed after deducting statutory income tax @ Ten percent from the Agency prize.
194G: Any person who is responsible for paying, on or after the 1st day of October 1991 to any person, who is or has been stocking, distributing, purchasing, or selling lottery tickets, any income by way of commission, remuneration, or prize (by whatever name called) on such tickets in an amount exceeding [fifteen] thousand rupees shall, at the time of credit of such income to the account of the payee or at the time of payment of such income in cash or by the issue of a cheque or draft or by any other mode, whichever is earlier, deduct income-tax thereon at the rate of 3.75 percentage.

Delegation of awarding prize payment from the Department

Prize claims up to and including 1 lakh rupees shall be sanctioned by the District Lottery Officer/Sub Lottery Officer. Prize claims above one lakh and up to and including 20 Lakhs shall be sanctioned by Deputy Director(Prize) Directorate. Prizes above 20 lakhs shall be sanctioned by the Director of State Lotteries. Prize-winning tickets, in original, shall be surrendered before the officers concerned within 30 days from the date of draw. District Lottery Officer shall condone the delay in presenting the prize tickets up to 30 days. Deputy Director (Prize) shall condone delay up to 45 days and the director shall condone such delay up to sixty days on valid grounds.

The 10% of the first to third prizes will be deducted and the amount will be given to the agents (who sell the winning tickets) by the lottery agency.
